The editorial says too much of the burden of funding Fish and Game falls on hunters and fishermen. It calls on the department to broaden its financial base by assessing fees on users who enjoy Fish and Game services but do not pay for them.

A proposed $10 fee on canoe and kayaks was resisted by legislators who saw it as a tax increase. But the editorial says it is a better way to raise money than a general tax increase.
